When will procurement processes for the Project be initiated?

We expect to issue an RFP for the Construction Management Oversight Services requirement in the coming months. We expect to issue an RFP for remediation Construction once an environmental approval decision is received from the Impact Assessment Agency of Canada, expected in 2021.

Are visits to the Boat Harbour site possible prior to procurement processes?

When do you expect to decide on the number of contracts/packages for Remediation Construction?

Following the Vendor Briefing Event in December, the Boat Harbour Project Team has decided that Remediation Construction will go out as one tender package.

Where can interested companies find opportunities?

All procurement opportunities will be posted on the Nova Scotia Procurement website. In advance of this please sign up for TONS (the Tender Opportunities Notification Service) to be notified of tenders as they are issued and follow procurement on Twitter as opportunities are tweeted and as they come available. Please refer to boatharbourproject.ca for additional information and notifications.

Is there an online process for bidding I should be aware of?

Yes, all Nova Scotia goods, services and construction services are procured through the e-bidding provider Ariba. We encourage all proponents and individuals interested in bidding on Boat Harbour tenders to register with the Ariba Discovery system. Learn more about the Nova Scotia procurement e-bidding process.

How long will contract awards take?

The RFP will follow the standard process of requisition, tender, award, and contract execution. This process generally takes several months.

If there are questions about specific tenders or RFPs who do we address those to?

How do we know the process is transparent and equitable?

The government of Nova Scotia is committed to ensuring all tenders are handled in an open, fair, and transparent way. For this project, we have engaged a dedicated and independent fairness monitor to observe our procurement processes.

How do we engage with Pictou Landing First Nation?

Pictou Landing First Nation (PLFN) has a Community Liaison Coordinator who is responsible for managing inquiries and providing background on the community’s engagement in the remediation project. During an RFP process, any inquiries relative to PLFN are required to be directed to the contact person(s) listed in the RFP. Relevant information can be found on the PLFN & BHRP page.
